Brighton chief executive Paul Barber wants the summer transfer window to close before the Premier League season gets underway.
The timing of the summer window has been up for debate over the past couple of months with many believing no business should be allowed to be conducted after the first Premier League game of the campaign.
All 20 of England's top flight clubs will discuss suggested changes at a meeting on September 7 and Barber, who was executive director at Tottenham between 2005 and 2010, is in favour of a tweak to the current conditions.
"For me, the transfer window should close before a ball is kicked," he told BBC Sussex. "It's unfair on managers, supporters and players that there should be uncertainty going into the season.
"Managers spend the whole of the pre-season preparing their squad, only to find that within a few games of the new season they could lose the players that have been very much part of that preparation."
If the summer window was closed before the season started, the Seagulls would have been unable to sign Newcastle United goalkeeper Tim Krul, who arrived on loan on deadline day.
